Global QHSSE Manager - Marine

Location: Netherlands, Rotterdam (with international travel)

We are partnering with a leading maritime organisation to recruit a Global QHSSE Manager - Marine. This is a key leadership role overseeing the effective implementation and continuous improvement of QHSSE policies, systems, and practices across a diverse fleet.
 
You'll be the driving force behind compliance, safety culture, and operational excellence — working closely with vessel crews, shore-based teams, and senior management to ensure the highest international standards are met.
 
Key Responsibilities:
  • Lead the development, review, and optimisation of QHSSE procedures and processes.
  • Ensure compliance with all relevant legislation, standards, and regulations (ISM, ISPS, MLC, ISO 9001, 14001, 45001).
  • Maintain and oversee the marine section of the company's operating management system (ROMS Marine).
  • Promote a strong safety culture through awareness materials, toolbox talks, lessons learned, and targeted training.
  • Identify and address QHSSE training needs for crew and shore-based personnel.
  • Facilitate and monitor risk assessments, non-conformity reporting, and corrective actions.
  • Plan, conduct, and follow up on internal and external audits.
  • Manage certification, inspection, and incident reporting processes, ensuring lessons learned are shared organisation-wide.
Ideal Candidate Profile:
  • Higher vocational education (Maritime) or equivalent.
  • Minimum 5 years' maritime industry experience, with a proven track record in a QHSSE leadership role.
  • Strong knowledge of international maritime safety and quality regulations (ISM, ISPS, MLC, ISO).
  • Relevant QHSSE certifications (e.g., NEBOSH, ISO 45001 Lead Auditor) or willingness to obtain.
  • Experience with OVMSA and supplier QHSSE performance management.
  • Excellent stakeholder engagement skills and the ability to work across cultures.
  • Fluent in Dutch and English, both spoken and written.
  • Willingness to travel internationally and occasionally work at sea.
