Case Study: Recruitment, EOR & Multi-Jurisdiction Payroll Solution for a National Oil Company
Business Type: National Oil Company
Location: Middle East
Key Stakeholder: Project Director
Roles Included in the EOR & International Payroll Solution: Engineering, Technical and Project Management Contractors
Other Services Included: Recruitment, Multi-country Tax Compliance
Delivering large-scale energy projects across borders requires access to hard-to-find talent and the ability to onboard them compliantly. Our client, a national oil company based in the Middle East, needed to recruit and manage a team of highly specialised contractors across the UAE, UK, Spain, and Italy for a complex four-year project. Without legal entities in every location, they turned to Faststream to provide both the talent and the infrastructure to employ them.
The Challenge
The client faced a dual challenge: sourcing specialist project personnel across multiple jurisdictions and ensuring they could be onboarded and payrolled compliantly without delay. With no legal presence in several of the countries involved, they needed a partner who could both recruit the right people and manage their employment in line with local labour and tax laws.
The project required rapid mobilisation, reliable contract structures, and a flexible workforce model that could scale as the project evolved.
The Solution
Faststream delivered a fully integrated solution combining recruitment, Employer of Record (EOR) services, and international payroll support. Working closely with our global compliance partners, we sourced and deployed 35 high-calibre contractors at the project’s peak, across engineering, technical, and project management functions.
We managed everything from candidate sourcing and vetting to onboarding, payroll, tax compliance, and in-country employment arrangements. Our EOR model enabled the client to operate legally in each jurisdiction without establishing entities of their own, while our recruitment expertise ensured the right talent was placed quickly and efficiently.
The Results
Over the four-year project lifecycle, Faststream became a trusted partner in the successful delivery of the client’s international programme. Key outcomes included:
Placement and management of up to 35 contractors across four countries
Full compliance with local employment laws and tax obligations
A flexible employment model that supported changing project needs
Significant time and cost savings versus setting up local entities
Seamless coordination between recruitment and payroll functions
By combining recruitment and compliant employment into one streamlined solution, we allowed the client to focus on delivering their project, confident that their international workforce was in expert hands.
