Job Title: Byer / Purchaser
Location: Amsterdam 
 
JOB PURPOSE
Ensure timely, cost efficient and quality sourcing of all goods and services for the operations of the client's decommissioning Branch.
Main duties will include, daily liaison with offshore rigs and project managers, reception of needs from internal clients, the preparation of RFQ’s, analysis and selection of supplier, negotiation and preparation of PO’s and follow up of procurement until delivery takes place. On a more medium-term basis, the role will also include reflexion, proactive proposal and preparation of adequate framework agreements, price lists, T&C’s ranging from engineering, well operations, marine support and structural dismantlement.
 
DUTIES AND RESPONSIBILITIES
 
C&P

Purchasing

o Liaise with MATCO’s, discipline engineers, project management, on all related procurement topics.
o Prepare requests for quotation documents in accordance with the relevant specifications, including all technical,
commercial, and quality requirements
o Drafting, evaluating, negotiating and executing various PO’s & contracts covering a range of transactions at a
local and international level
o Creation of Contracts and Purchase Orders in ERP System
o Creating and maintaining relationships with suppliers and internal customers
o Stock availability verification
 
Contract management
 
o Negotiation of Terms and Conditions with suppliers
o Identify with engineers and supply chain manager frame agreement opportunities,
o Maintaining correspondence and documentation related to procurement and contracts
o Communicating and presenting information to management regarding procurement and contracts
o Provide guidance/information & answers to technical & non-technical questions regarding contracting process
o Monitoring contracts and moving forward with close-out, extension or renewal of contracts
 
Vendor Management
  • Ensure suppliers evaluation is made as per company policy, follow up on QA/QC issues
  • Ensure the Suppliers Pre-Qualification is done as per company policy
  • Provide Suppliers feedback and help Vendor Management process on Suppliers evaluation and follow up
  • Manage Claims with Suppliers and keep track on Vendors feedback
Best Practices
  • Liaise with HQ Supply Chain members in order to grant global Supply Chain performance, taking into consideration logistics, customs, stock management, and all related matters to deliver materiel/services in the country
  • Monitor the PO/Contract after-delivery process in order to grant on time Suppliers payments
  • Participate to Corporate Business Practices definition and improvement and coordinate actions with Subsidiaries
 
REQUIRED COMPETENCIES
Technical
  • Understanding of Offshore, Marine & Oil & Gas equipment, services, customers and providers. Experience with offshore rig contractor is a plus
  • Knowledge of marine/offshore suppliers and market
  • Understanding of contracts, contract governance, contractual language and the contract lifecycle
  • Understanding of Tender process
  • Understanding and experience in modes of transport in international markets (Incoterms2020)
  • Good understanding of Stock Management
  • Understanding of finance process
  • Able to effectively author internal and external communications, proposals and reports.
  • Knowledge of ERP systems and standard working software, SAP-MM & McMain is a plus
  • Knowledge of Oil and Gas, offshore and Marine Materials

SKILLS AND QUALIFICATION
  • Bachelor Business Administration and/or B.Sc. degree in a technical field, or equivalent in Work Experience
Professional Experience:
  • 3 to 5+ years’ experience in procurement and contracts area of oil and gas industry/Offshore/Marine with a taste for technical subjects
Languages: Fluent English, French and/or Dutch is a plus

Mobile for missions in the region and regular visits to the suppliers and the teams offshore, and at the shipyard
